Washington 14th Novm. 1812 Dear Governor The correspondence between Mr Russel and L. Castlereagh, founded on Mr Monroe's letter of the 26th July last, has been communicated to the Senate and shall be sent to you as soon as printed in a pamphlet form. You will see that the opinion which I gave you of its character in my last is correct. Great exertions will be made to fill our ranks, and I think it highly probable that an addition at unclear will be raised.
