By virtute of an order from Headquarters of the District of Colorado, issued 1st February 1865, a Military Commission was convened at Denver City, Colorado, 9th February 1865, to investigate the conduct of the late Colonel J. M. Clivington, 1st Regt. Colorado Cavalry, in his recent campaign against the Indians, in the months of October, November and December 1864. From an examination of the record of the proceedings of the commission it appears, that in June 1864, John Evans, Governor of Colorado, and ex officio Superintendent of Indian Affairs, issued a proclamation addressed to "the friendly Indians of the plains," reciting several depredations and outrages committed by certain bands of Indians who were making war against the United States, and inviting all such as were disposed to be peaceable and friendly to keep away from the hostile bands, and come in to certain designated forts of the United States the commanders of which would afford them protection and furnish
