"voucher 6 Schooner Winnifred, Transportation 27.50 The Agent must furnish his authority for incurring this Expense, Suspended" Voucher 6. with Bills of Lading etc, clearly sets forth the different articles shipped for the use of the Agency by the Schooner Winnifred. These articles, were purchased, in open market for immediate use at the Agency. Port Townsend the point at which they were purchased and from whence shipped is 90 miles from Neah Bay Agency and the only communication is by water. The amount charged by Schooner Winnifred was, not in excess of the usual rates, see certificate on voucher 6. Said articles as before stated were purchased for immediate use at the Agency, which I considered sufficient authority for their shipment.

Voucher 7 Rothschild, Supplies 3204.36 The agent must furnish his authority for making this purchase. Suspended" The necessity for making this purchase must be my authority, for making the same. The majority of these supplies were absolutely needed for immediate use at the Indian School and had they not been provided it would of necessity have been discontinued Several communities had been addressed to the Hon Commissioners setting forth these necessities and asking instructions thereto, to none of which I had received a reply, I fully believed that the exigencies of the case fully warranted me in making the purchase and that the Indian regulations provided for such purchases under similar circumstances in open market. It will be observed that voucher 7 contains a full and explicit certificate in regard to said purchase and I would respectfully ask the Hon Commissioner take into consideration the peculiar circumstances of the case.

"Voucher 8 Wm Gallick' Supplies 113.52 The agent must furnish his authority for making this purchase, also state the number of pounds in each box of bread, crackers and soap, and in the future take up all goods so many pounds or so many in numbers Suspended" In regard to the authority for the purchase the foregoing remarks to voucher 7 apply. The original bills of purchase of the hard bread and soap did not give the number of pounds and they were so expended on my property return. A/n will observe however by enclosed certificate of Expenditure of supplies for that quarter by the Matron and of myself, the total number of pounds both of hard bread and soap are given.
