Col. E.C. Watkins Washington, D.C. My dear Sir -

 You see I am bound to bother you again in regard to my affairs = You observe that the Dept have seen fit to suspend all- or nearly all

of my 1st two accts. While Actg Agt at Neah Bay - All expenditures made there by myself - I certainly thought seem necessary - and I thought also that I had up my statement & account so that it would pass without any doubt = ? fully understand which the Dept do not) all the facts in the case - and just how I was situated - without supplies and ? nearly without means and I come? decidedly anxious that the school should not close - The main objection to my account seems to be that I had no authority to purchase supplies and after purchased no authority to ship them = Also that my own chrs? for trint??ry expresed? can not well fortified =  ?
