There was a civics program including speeches by Miss Vittum, progressive candidate for county commissioner, Jailer Whitman of the Bridewell, and Rev. Moore of Boston. The latter's speech didn't amount to much. Miss Vittum's was the best. She has spent a deal of time investigating conditions in the Chicago police stations and in fact in those of a number of other places, including European cities like Berlin, Vienna, Budapest, etc. and she says that the Chicago stations are the worse of the lot as to sanitation. she says women prisoners in most of the stations have no privacy whatever and cannot take off any clothing all during their lockup time. Their cells are usually situated at the back of the station and as the only means of carrying away the filth and waste matter
