Extract. The government have determined to convene all the Indians upon the upper Mississippi and in the Lake Superior country to a general council, to be held at Prairie de Chien. The Sioux, Sacs, Foxes, Wineebagos, Munsees and Chippewas are expected to present at this council. The object is to establish permanent boundaries among them, and to put a final stop to the hostilities which have so long prevailed in that quarter, and which have produced and yet threaten such serious consequences to our citizens. Of all these tribes it is most essential that the Chippewas should attend. Their incursions into the Sioux country have led to most of the difficulties in that quarter, and any arrangement, which does not include them will be partial and incomplete, and almost useless. You will therefore be pleased to dispatch messengers into the Chippewa country, to explain to the Chief the objects of the government and to invite him to attend at Prairie du Chien about the middle of July next, or as soon after as possible. These messengers ought to be confidential faithful and as far as practical, intelligent men, who can fully explain the objects to [unclear two words], as they will accompany the Chippewas to the Prairie as well to insure their attendance, as to prevent any difficulties with the Sioux in the route. The invitation should be sent to all the Chippewas on the shore of Lake Superior who are in the habit of making hostile incursions into the Sioux country and also to those living between the Lake and the Green Bay and Mississippi countries.
