Dear General Sheridan,

                                       I desire to call your attention to a few matters here, connected with the Indian Department, which in my judgment require attention.  The Indian Agent here agrees with me, so I can speak without impropriety, and should you see fit, please forward this to the Indian Commissioner.
             The Pen-e-teth-Ra Band of Comanches, which belongs to this Agency, is permitted by authority, from the Commissioner or from the Superintendent, Mr. Hoag, to live at the Wichita Agency.
               The consequence is, that part of the band live at each Agency and are constantly going to and from each.  I think it important that the whole Comanche Nation should be at this Agency, where it belongs, and where all questions affecting the Nation are considered and settled.  Tosh-a-way and a large portion, probably the largest portion, desire to return here in the Spring, and I promised Tosh-a-way, I would ask to have it done.  There is quite a band of Pawnees at the Wichita Agency.  The Indians here complain that they are great horse-thieves, which is not difficult to believe of that tribe.  I requested, nearly a year ago, that the Pawnees at the Agency be required to return to their proper reservation.  I again respectfully renew the request, as I regard them as a disturbing element in this vicinity.
                I think some provision should be made by the Indian Department for the Tonkaway's.  They have heretofore been hostile against Comanches and Kiowas, but after this summer's operations I think they could be brought to this reservation without any danger and be provided for, like other tribes.  There are but a few of them, but they are good Indians and deserve attention.  They now receive nothing from the Government, except such as are enlisted as Scouts.
