July 1st, the Expedition cannot be made, nor does he deem it expedient to withdraw the Companies (4th Cavy.) now at Kerrville and Sabinal.
Such Scouts, with the force under your command, as you may deem necessary for the prevention of depredations or punishment of the depredators, Indians or Mexicans, bearing in mind the inviolability of the territory of a Power at peace with the United States, a disregard of which can only be incurred in extreme cases and under such circumstances as will naturally invite the approval of both Countries, will be approved. Your communication with reference to Charges preferred by you against major H. C. Bankhead of your Regiment (accompanied by letter from him) has been received and I am instructed by the Department Commander to inform you, that your Expressed desire will be complied with and no further steps in the premises will be taken at these Headquarters. Major Bankhead should be admonished that the honorable record of twenty odd years of service make it obligatory on him to Exercise, when thrown in contact with younger Officers than himself, a proper soldierly influence, and not one, the fruits of which would in time render them likely to place themselves in antagonism to their Military Superiors, or in other respects liable under the Regulations of the Army.
