   I will give the reason, assigned for it, by one of the most efficient Colonels in the Department.  He said: My Quartermaster, a Lieutenant, is up at Reveille, and down at his Corral, looking out for his animals and teamsters, and giving his personal attentions to all the details of his Department.  If I have a regular Quartermaster, he wants two or three clerks, a storekeeper, superintendent, &c., does not come to his Office before nine o'clock, and can never give information concerning his Department, until he send for one of these Employe's, to inquire of him."
    Such are the reasons for the remarks in my endorsement, that even at the frontier posts the services of Capt. Sawyer are not necessary.
    As I have already stated, at the date of Capt. Sawyer's application to be relieved, we had but a suspicion of anything wrong in his administration at Victoria.  These suspicions were subsequently strengthened to such a degree, that investigations were instituted, resulting in sending Major Card, Augurt 30th. (see S. O. Enclosed) to Victoria and Indianola, to make a searching investigation and collect the necessary evidence in the case.  It is believed now, that Capt. Sawyer was virtually his own contractor for hauling at Victoria and Indianola, furnishing, in name of his clerk, the drays and horses - paying his drivers as Q. M. Employe's - paying his clerk under two different names - tendering Vouchers for forage and fuel, without having purchased them, &c.
    Should Major Card

s investigations warrant it, and the necessary evidence can be obtained - his Chief Clerk is said to have disappeared -, he will be arrested and brought before a Court Martial.
