Colonel,
Your letter of the 6th inst., reporting capture of three Mexicans and two Negroes, claiming to be soldiers of the Mexican Army, driven to this side the river by Revolutionists - but reported to be marauders and Cattle-thieves, is received. The Commanding General directs that you retain them as prisoners until further orders, taking charge of all arms and other property found with them. He also desires, that you forward a list of their names and the command, they claim to belong to, and when and where they were driven across the river. Forward also the statement of the American Consul - Mr. Schuhardt - concerning these men and all other information, you can obtain, bearing on this case. Very respectfully Your obdt. servant (Sgd) J. Sir:
The Commanding General directs me to call your attention to the Enclosed Extracts from the Reports of the Actg. Asst. Inspr. General of the Department, in relation to your Post. Referring to them, he wishes that hereafter:
1st. When the Commanding Officer of the Regiment is present, and a field officer is available - a field officers court be ordered for the trial of cases, heretofore mentioned in the Endorsement of the Judge Advocate of the Department. 2nd., that whenever practicable, Dress Parade be ordered. 3rd., that all proceedings of Boards of Survey, not already forwarded, be sent to these Headquarters: and that hereafter such proceedings, whether approved or disapproved, be forwarded for revision to higher authority. 4th., that no fires of any kind be allowed in, or in the vicinity of the Stables.
