I would respectfully review the request and recommendations contained in my letter of April 12" on Said Subject and unclear the Mexican Settlers and Cattle men are all anxious that the vexed and unclear question of boundary should be at once definitely settled and official Survey and until it is they seem fully determined to defend (by force if necessary) what they claim and believe to be their rights while (on the other hand) the Indians continue to Graze their stocks off of the reservation which I am powerless to prevent for these reasons - 1" st?-From my inability to procure conveyance to visit the disputed territory. 2nd" My in ability to decide (without a Survey) who is the aggressive and 3rd" - if I did know, I am without authority to appoint a Police with which to drive the Stock men's herds from or keep its Jicarilla Stock on the reservation.
