Seward Wm H. Secretary of State Informs Gen. U.S. Grant, that, in the absence of Specific legislation by Congress, Claims of preemption and settlements in Alaska are in violation of law; and that military force may be used to remove intruders, if necessary. Asks that Gen. Grant will instruct Gen. Halleck accordingly & request him to communicate the instruction to Gen. Rousseau
