   "The Spanish posts on the east of the Mississippi & northwardly of the 31st degree of N. latitude, are evacuated in the early part of the summer.   This was one of the measures contemplated in the treaty of 1795,  and the United States had a right to expect its adoption at a much earlier period.  But the Spanish government, loth to relinquish their control over the navigation of the Mississippi and anxious not only to retain the possessions they had already acquired, but also to augment them by seducing the population west of the Alleghanies from their allegiance to the United States, resorted to every expedient within their grasp and urged a variety of frivolous objections in order to retard the execution of the treaty."
