against such conduct and proceedings; and also to adopt by Resolution an expression of their determination never to give their assent to any measure that will trifle away the nights and interests of the people: that their occupants right in the land will be respected and guarded; and should ever any future arrangement take place between the proper authorities of the nation and of the United States Government for the adjustment touching those rights and interests will be made without their consent and providing amply for the same. Looking to a final adjustment of our difficulties as soon as it can be done on such basis items as will secure the rights, interests, welfare and approbation of the people, it is deemed expedient that measures be adopted by the general Council, to authorize the appointment of suitable persons as Agents to collect and register all claims, (and evidence in support of the same) of all citizens of the Nation against the United States, for spoliation and growing out of the illegal acts of the states and their citizens, by the non-enforcement of the treaties and laws of the United States; and that a full report be made for the information of the General Council at Red Clay, in October next.
