1839. Sept. 6 continued. shall, before he takes his seat, affirm or swear, that his election was not obtained by bribery, treats, or any un-due and unlawful means and by him-self or others by his desire a approba-tion for that purpose; that he consider himself constitutionally qualified; that on all questions and measures which may come before him he will so give his vote and so conduct himself as in his judg-ment shall appear must conducive to the interest and prosperity if his na-tion and that he will bear true faith and allegiance to the same and to the utmost of his ability and power observe, conform to, support and defend the constitution thereof.-

All appropriation bills must originate in the National Committee; but the Coun-cil may propose amendments or give an unqualified rejection. All other bills may originate in either branch, subject to the concurrence or rejec-tion of the other. The electors and mem-bers of the National Council shall, in all cases, except treason, felony or breach of peace, be privieleged from arrest during their attendance at elec-tion & at the National Council in going & "ecturning?". Each branch shall judge of he qualification and returns of its own members; determine the rule of its proceedings; - "not clear" a member for disorderly behavior and, with the concurrence of two thirds, expel a member; but not a second time for the same offence.- A majority of each shall constitute a quorum for business but a smaller number may adjourn from day to day, and compel abscent members to attend , by such means & under such penalties as each branch may prescribe.- The National Council must pass all laws to give effect to the de-cision by arbitration, of differences between parties who may choose this summary mode of settlement.
