I will give the reason, assigned for it, by one of the most efficient Colonels in the Department. He said: My Quartermaster, a Lieutenant, is up at Reveille, and down at his Corral, looking out for his animals and teamsters, and giving his personal attentions to all the details of his Department. If I have a regular Quartermaster, he wants two or three clerks, a storekeeper, superintendent, &c., does not come to his Office before nine o'clock, and can never give information concerning his Department, until he send for one of these Employe's, to inquire of him."
