December 10. 1874. MO. MIL. DIV.

Dear General Sheridan,

                                       I desire to call your attention to a few matters here, connected with the Indian Department, which in my judgment require attention.  The Indian Agent here agrees with me, so I can speak without impropriety, and should you see fit, please forward this to the Indian Commissioner.
             The Pen-e-teth-Ra Band of Comanches, which belongs to this Agency, is permitted by authority, from the Commissioner or from the Superintendent, Mr. Hoag, to live at the Wichita Agency.
               The consequence is, that part of the band live at each Agency and are constantly going to and from each.  I think it important that the whole Comanche Nation should be at this Agency, where it belongs, and where all questions affecting the Nation are considered
