The Commissioner then stated that he would submit distinct propositions for a Treaty on tomorrow, and requested that a Sub Committee should be appointed by them, to assist him in Template:Unclear his propositions; - it would expedite the negociations : otherwise, if he had to make out the articles within himself, the Delegation would reject them as often as they were submitted.
