83 876. CEPEDA, Governor of Coahuila. [left margin] Septbr. 29. 1873. His Excellency Senor Don Victoriano Cepeda Governor of Coahuila, Mexico. Senor:

               I have the honor to inform you that I have been directed by the Honorable, the Secretary of War, to restore to the Mexican Government the Arms, deposited by Colonel Pedro A. Valdez of the Mexican Army at Fort Duncan in march 1872, and to request that you designate some person to receive the arms from Lieut. Colonel W. R. Shafter, 24th U. S. Infantry, the Commander of that Post.
