1839 Sept: 6: continued. profession of Cherokee citizens, are the exclusive and indefeasible property of the citizens respective-ly who made, or may rightful-ly be in profession of them; provi-ded those citizens never dispose of them to the United States , to indi-vidual states, or to individual citizens of either or any of the states./ And any Cherokee citizen removing with his effects, out of the limits of the Cherokee nation, or becoming a citizen of any other nation, shall lose all his rights and priveleges in the Chero-kee nation: nevertheless, the National Council has power to re-admit by law any such person or persons who may memorialize them for the purpose.- The National Council may make laws & regulations to prevent citizens from monopo-lining improvements with a view of speculation. - The free exercise of religious worship and serving God without distinction, shall forever be enjoyed within the limits of the nation: provi-ded that this liberty of conscience shall not be so construed as to excuse acts of licentiousness or justify practices inconsistent with the peace or safety of the nation.- No power shall for the same offence be twice put in jeopardy of life or limb; nor shall be taken and applied to public use, without a just and fair
