1839. Sept: 6 . continued. of death or inability of the Principal Chief from any cause, the Assistant Principal Chief must take his place, until the inability be removed or the vacancy filled by the National Council.
The resolution and advice of the Executive Council must be entered in a register and signed by the mem-bers agreeing to it; and any Coun-sellor may enter his dissent from majority. This register may be called for by either branch of the National Council.
The legislature power shall be vested in two distinct branches, a National Committee and a Council, with the joint designation of the National Council; and the style of their acts shall be " Be it enacted by the National Council". The members of their National Council shall be elec-ted for two years, by the people, in their respective districts, after the present year; - No one is eligible but a free Cherokee male citizen who shall have attained the age of twenty five years;- and the National Council shall be composed of , for the Nation-al Committee two members from each district, and for the Council, three.- Each branch chooses its own officers. The regular meetings of each branch, after the present year, to be on the first Monday of every October, at such place as may be designated by the National Council, or, in case of emergency, by the Principal Chief. Each member shall be paid three dollars a day during their session; which allowance may be in-creased or diminished, but never du-ring the term of service of those who
