Sept: 6.continued National Council, which may occur during their recess: He is to take care that the laws be faithfully executed: He may on extraordinary occasions convene the National Coun-cil: He must attend at the seat of government during the sessions of the National Council: His signa-ture is necessary to legalize any act of the legislature, unless on the re-consideration provided by the constitution, it is passed by a vote of two thirds of both houses:- the meet from time to time give the National Council informa-tion of the state of the government and recommend to their considera-tion such measures as he may deem expedient: He has power to adjourn the National Council, in case of a disagreement between the two branches; but the adjourn-ment must not extend over the period prescribed for the next constitutional meeting: He is to nom-inate delegated a public agents for the purpose of transacting business with the United States government, and with the advices & consent o f the National Committee, to appoint them; and on all matters touching the rights of the citizens, he is to keep up a friendly correspondence with the United States government through its proper officers:- He & all civil officers, shall be liable to impeach-ment for misdemeanour in office; but judgement in such cases shall not extend further than removal or dis qualification from office; but the part, whether convicted or acquitted, shall neverthe-less be liable to indictment, trial, judgement and punishment ac-cording to law.
