Mount Nebo 27th November 1829 Dear Sir, In the absence of documents which must be on the files of the Executive, I find great difficulty in bringing to my recollection transactions of so old a date as 1816, particularly such as were mere matters of business, & that too, not strictly appertaining to the duties of the Executive. In looking over the letter which I wrote to you on the 23d of May 1816, and which you handed me yesterday & is now before me, it would seem as if the then Secretary of War contemplated the Quarter Master Gen'l of the State as the proper person to pay off the troops who had been in the service of the U.S. and who had been called into service from Georgia, for in that letter it is stated that, amongst a number of dispatches brought by last mail the enclosed was received from the Secretary of War. He requested me to forward it to you, which I have now the pleasure of doing! These expressions would seem to convey the idea that he had designated the person who was to be called on to pay off the troops, and that designation was induced by the commission of Quarter Master General which you held, under the state authority. These are conjectures only, & are founded on the expressions in the letter refered to, and
