The accompanying statement, A, shows the cases of attorneys in which allowances have been made by the war department, the amount thereof, and the grounds [and?] evidence upon which it was allowed. Statement B. was [commenced?] with the hope of being able to inhibit the several amounts stipulated in the Cherokee treaty, and the additional ones provided by Congress for carrying it into effect, according to the general character of the objects for which they were intended; and also, in a general way, the expenditure and unclear of them as far as made: but as all the various objects are merged, in the appropriation books, in the general one of "fulfilling the treaty with the Cherokees", it is impossible to ascertain how far the funds have been drawn for, and applied to, the several purposes intended, except to the limited extent shown in this statement. This information can only be obtained by such an examination of the accounts unclear of the disbursing agents as that already spoken of. It has been found, that, in a number of eases of claims to reservations, prosecuted by attorneys before the commissioners, the statement of the case, the summary of the evidence, and he deductions therefrom, are in the hand writing of the attorneys themselves; and that the commissioners adopted the papers they prepared, and endorsed their allowance upon them.
