Presents of goods on provisions will not be given by the Superintendents or agents to roving Indians, or Indians in hostility to the Government, but when they come in and locate upon reservations with a view of becoming friendly to the government, and cultivating the arts and habits of civilized life; every assistance practicable, in the way of clothing, provisions, and agricultural implements, will be given to them.
