Sir: I am directed by the Secretary of War ad interim to forward to you the enclosed copy of a letter from the Department of State, of the 29th inst, in regard to claims of-preemption and settlements in Alaska, and to direct that you give instruction s in accordance with the views therein contained. I also enclose a copy of a telegram sent you this day.
