Whereas, the war between the United States and the Confederate States so called, has been brought to a close by the triumph of the Union. And whereas this result gives peace to the Cherokee Nation and an opportunity for the restoration of all our laws and customs and the resumption of our National and individual rights, as hitherto enjoyed and as guaranteed by said laws and customs and by our treaties with the United States. Therefore be it enacted by the Nat'l Council, that we return our devout thanks to the great Ruler of the Universe who has been pleased to crown the arms of the United States with such signal triumph, and to vouchsafe such auspicious termination of the war between the United States and the Confederate states. Be it further enacted - that we hail with grateful hearts the return of peace and the reestablishment of civil law within the limits of the Cherokee Nation. Be it further enacted that the Principal Chief be requested to issue immediately his proclamation to the Cherokee people, advising them of the resumption of their official duties by the several officers representing the various branches of the Cherokee government and inviting them to render obedience and support to the constitution & laws of the Cherokee Nation.
