at the last session by our delegation, praying for the restitution of money deducted out of our annuity by order of the SecG of War for the benefit of certain traders of whom collections had been made under our laws by our officers as a tax for retailing merchandise within our jurisdiction, and also our claim for interest on the annuity arising out of the treaty of 1804 which was not paid for twenty years, in consequence of said treaty not having been constitutionally ratified on the part of the United States. You are authorized by law to employ a council or councils, to aid you in any business for the benefit of the nation; but it is left to your own discretion & judgement to determine the expediency & necessity of doing so, and should you find it to be most admireable to engage the service of a counsellor, you will
