1866 Thursday January 4th Baton Rouge La Spent the forenoon in the office doing business - left Ward A A quartered by the Martial. At 2 PM made a speech to the Regiment of about an hour & a half advising them as to their future life. The Mayor Mr Elam was present & remarked to me that a man must be very blind not to see the future change in relations of the Blacks to the Whites. The 48th Regt mustered out to day. Paymaster has come Called & spent the evening with the Mayor Mr. Elam in company with Sumner He gave an account of a Lieut Todd of the U. S. A. how he seduced (probably) one of the ladies of the 1st circles
