84 16. DAVIS, Governor of Texas [left margin] January 6. 1874. Dear Governor Davis,

                                         I have to acknowledge the receipt of your letter of the 5th inst.
                                         It is impossible for me as you know, to make use of U. S. troops to interfere in the domestic troubles of a State, without the orders of the President of the United States, who by law is made the sole judge as to when such interference is necessary and justifiable.
                                        Sincerely hoping that a peaceful solution may be found for the present complications in Texas.
