O'CONNELL [left margin] August 31, 1872. Capt. William O'Connell, 4th Cavalry, President Board for purchasing Horses. San Antonio, Tex. Captain:
I have the honor to enclose you copy of S. O. 153 from these Headquarters, organizing a Board for purchase of horses for 4th Cavalry. I enclose also a copy of all the instructions to the Board of last year, on file at these Headquarters. The Commanding General directs, that so far as they go, your Board be governed thereby. You are also to procure from Fort Richardson of [strike] a full copy of the instructions of Col. MacKenzie to the Board of last year, and be governed in your purchase by them. The disbursing Officer of the Board, Lieut. Parker, Adjutant 4th Cavy., will be instructed to render, weekly, to these Headquarters an account of his Expenditures, accompanied by a record of the horses purchased, with the date of purchase, the name of the person, from whom purchased and the price paid, which records and accounts are to be approved by you.
