I am instructed to correspond with the "proper authorities" on the subject of using the State Penitentiary of Texas, as a Military Prison for the military prisoners of this Department. No knowing who the "proper authorities" are, I take the liberty of addressing your Excellency. At present the State Penitentiary of Louisiana at Baton Rouge is used for the class of prisoners, referred to, but it is a long way off, and troublesome and expensive to march to, and if the desired arrangement could be effected, by which your Penitentiary could be used, instead, it would be a great convenience for us and probably advantagious to the Penitentiary. Will your Excellency do me the vaor to inform me
