Sir:

              Your letter of 15th inst. is received, I am instructed by General Augur to say, that he approves your determination, should either "party cross to this side", to arrest, disarm and hold them until instructions are received from Department Headquarters.
              You are directed also to make such use of the force under your command as may be necessary to accomplish these results.
              Your action in reference to the Commercial Agent is approved.

Sir:

            Enclosed you will find a Special Order directing you, after the completion of your duties as Judge Advocate, to make an Inspection of Forts Sill, Richardson, Griffin, Concho & McKavett.
           The Regulations of the Army are sufficiently explicit upon your general duties under this order, but I wish something more.
           The posts and most of the Officers are strange to me.  I wish to learn of the tone of Officers and men, is it of the right king?   Do the Commanding and other Officers seem to have a proper appreciation of what they are and there for, and of what is expected of them?, or are they simply resolved to take things quitely and get on as easily as they can?   Is there harmony and good feeling among the Officers and are the Soldiers contented?  Are the latter properly treated and are arbitrary, unusual and illegal punishments resorted to.
            I wish you to remain a few days at each of the posts inspected, the better to enable you to judge correctly on the points above referred to.   Make up your report and mail it from each post, before leaving -- that portion of your report, referring tot he matters above alluded to, will be in the form of
