Mr. President,

        Allow me to present for your consideration in connection with the appointment of a new Commissioner of Indian Affairs, the name of Henry E. Alvord of Virginia.  From an intimate personal acquaintance of nearly [strike] several years, I can cordially recommend him to you for the position.    I know him to be &c, &c, &c. ?
          Mr. Alvord was a Major in the Volunteer Cavalry service and since the war was some years a Captain in my present regiment.  He was stationed in the Indian Territory a long time,- and [strike] had special Indian duties which gave him much experience in dealing [strike] intercourse with the red men in all stages of their civilization, and was uniformly successful in his dealings with them.
