My Dear General 

                           I am exceedingly obliged for your letter of the 2nd. inst & I sincerely hope that the scheme for extending the Dever & Rio Grande R. R. through Valentine to Presidio Del Norte may take shape & develop Western Texas.  It is only a question of time where this whole country will be net-worked with railroads.
