Bishop Whipple's part of the Episcopalians. This made him pretty strong, and getting some Western political help, he worked hard & to advantage. He was in Washington most of the Winter but when it was supposed Cowan was certain to be Com'r. he left the field. As he did not happen to be on the ground when appointed, he was announced with quite a flourish by the Washii "organs" as appointed without application [underline], which caused an audible smile among those who knew as much about the matter as I did.
