               Having seen an article published in your paper of August 20th headed "Frontier Affairs" giving the impressions of a gentleman of your city, who had been on the frontier and recently returned and which reflects unfavorably and rather severely upon the recent [strike] operations of the troops; of this Military District; against the Indians under Victorio, I desire to state the facts.
