Dear Mr. Conroy:
Thank you for your recent letter outlining your views on various subjects.
I am grateful to you for bringing your thoughts on these important issues to my attention and share your concern that the system of checks and balances is being weakened by the increasing assumption of power by the Executive Branch. You may rest assured that your comments will be utmost in my mind should any legislation regarding this vital matter reach the floor of the House.
In regard to your remarks on the Vietnam conflict, you might be interested in knowing that on January 2, 1973 I supported a resolution in the Democratic Caucus that amounted to censure of the President for resuming bombing in North Vietnam. The resolution provided that Congress would not allow further public funds to be appropriate or spent for U.S. military operations in Indochina, contingent only on accounting for our missing in action and prisoners of war. You may rest assured that I will continue to work for a permanent solution to the conflict in South East Asia.
