4B Note X

 In the Autumn of 1842 - I made some ? to the Geographical society to ? Captn fitzroy R.N. & one of the Elder ? of the Trinity House owing to this ignorance & inability of many Masters of Vessels - some of which had come under my ? day some 16 years sailing about this word.  crossed out:  May 1843 the necessity of An Examination as to capability in Navigation as such as Seamans keep - 184? - I found that Capt F introduced a bill into Parliament - but after some discussion - withdrew it for the present on being informed by Mr Gladstone who "said that the question of subjecting the masters & Mates of Merchant vessels to an examination previously to granting them certificates, was under the consideration of the Government."
