  Early in 1842 Mr Wm Kennedy author of "The Rise Progress & Prospects"   paid Texas a second visit, to purchase lands.  The Govt conferred upon this gentleman the consul Generalship to Great Britain, & at the same time allotted him grants of land upon certain conditions (see Appendix III) to the S & W of San Antonio, upon the Rivers Frio, Leon & down to the Nueces, taken in grants upon the Rio Grande.
  The same sort of grants were made to M. Wm Castro with the Texan Consul Generals [?] to France. *   Messrs Kenedy & Castro returned to Europe to attend to these matters & who could thus intrust themselves to provide useful & hospitable colonists.

• [?] offer his appointment certain circumstances connect with M. Castro prompted M. Saligny to request his Govt not to grant M. C. His Exegraten? & moreover he was removed from the Consulship for France.
