Sir: I am directed by the Secretary of War ad interim to forward to you the enclosed copy of a letter from the Department of State, of the 29th inst, in regard to claims of preemption and settlements in Alaska, and to direct that you give instructions in accordance with the views therein contained. I also enclose a copy of a telegram sent you this day.
