   As the chief of the Indian Village still flies the Russian flag at his headquarters, I presume it is because he has no other,  
  And perhaps thinks that he should also be consulted in regard to a change.
   I have authorized Comdr. Bradford of the U.S.S. Resaca to furnish an Am. flag, & consult with you in regard to the time and manner of presentation with a ?advice? of substituting it for the Russian flag
