7 + As the chiefs A li tu wi, and Hi?lo ta, were town officers, and not national, it is evident that there never appointed nor directed this feast when it was national but after it became sectional, so as to be observed separately, by each town. But anciently when it was observed by the nation unitedly, it was appointed, and directed by the seven counsellors of the U ku in the same manner as all the other national feasts, according to the testimony of citation: Three Killer.
