4 Northern part of the Territory of Arizona.

- San Carlos in the interior, Chiricahua in the Southern, and Ojo Caliente in Western New Mexico. Adjacent to each of these Agencies, and at other points in the country, military posts, or camps, were also established. Still the Indians were troublesome. Constant war prevailed, and consequent danger, and loss of life, to prospectors and settlers.
 After careful consideration of this situation, the Indian management decided to consolidate the Indians, on the San Carlos reservation, and attempt their control through the instrumentality of an Indian Police.
