Major Wynkoop told them he was not empowered to make a treaty of peace with them; that he was not "big Chief enough", but that, if they would take a delegation of them to Denver to hold Council with the Governor, and would do all in his power to secure peace for them. "Black Kettle" was disposed to accept this proposal, but some of the other chiefs were not willing to submit, unless they could be assured of peace. Major Wynkoop again told them he could make no absolute promise but would be responsible for their protection and security in going to Denver, and for their safe return. The council broke up without coming to any conclusion, and Major Wynkoop removed his camp back some twelve miles, toward Fort Lyon, and then awaited the decision of the Chiefs. On the next day "Black Kettle" came to his camp
