Today I met Supt. McGinn at the usual place at 8 AM. After meeting him I went to the vicinity of 18th & State Sts. I met Engineer Gillick & three firemen at unclear State. Gillick told me that they did not expect to make any thing out of the Interstate Commerce Law unclear, as they call it. They are trying to gain the sympathy of the public, which they say they have lost to a certain extent by guilting or calling out the Switchmen. That they will continue to pay the Engineers & Firemen that are out for six months, which according to their Rules, they are obliged to do. That is he said if they could stand it. But, did not believe that half of the Engineers would pay their assessments next time. They will he said keep up appearances the best they can. That as long as they have any money left or can get enough to live on they will not acknowledge to the public that they are unclear. They will meet at Frieburg's Hall
