The towns classed & a Commander over each class. At a Meeting of the National Council convened by order of the Agent for Indian Affairs at Tookaubatche the 27th November 1799. The Chiefs after a long & solemn deliberation on the affairs of the nation, which were laid before them by the Agent for India affairs, came to a resolution to adopt the plan of the Agent "to class all the towns & to appoint a warrior over each class, denominated the warrior of the nation.
