         The Secretary of War declined to authorize their issue, see copy of letter from Adjutant General Enclosed.
         Mr. Muehlenberg's receipt for the arms &c. is also enclosed.  Please remit check for bill through these Headquarters to Captain Clifton Comly, Chief Ordnanace Officer and Commanding San Antonio Arsenal.
