32 [stamp]

This Example, which is richly deserved by them, will have a more wholesome effect upon other tribes, and may lead to quiet on the reservations, and a cessation of marauding on the adjacent frontiers of Texas, and probably avert a great Indian war.
From your long acquaintance with the Kiowas, I am sure, you will not think, I have exaggerated their bad qualities, or their disposition and ability to keep up a war, when they can, and see no remedy for it, except in carrying out my recommendation, which I think entirely practicable and far from any element of cruelty. If you concur in this, I hope the necessary (authority) may be obtained from the president, to carry it into effect. If not approved, I hope some other effectual plan may be substituted for it.
                                                                     I am General, very respectfully
                                                                     Your obdt. servant
                                                               (Sgd.) C. C. Augur
