Sir:

          The Cavalry at Forts Duncan, McIntosh and Clark can be made much more useful and effective, if their operations are made in pursuance of some general plan, and they work together in carrying it out.
           Colonel Merritt, Commanding Fort Clark, has been directed to commence systematic operations for the protection against Indian raids on the Rio Grkande frontier, from Fort McIntosh to mouth of Pecos, and beyond, if necessary; and the Commanding General desires that you communicate with him and subordinate the action of your Cavalry to carrying-out the operations, he has decided upon as best calculated to insure, the desired protection.
